BILLY CORGAN SPEAKS TO CONGRESS

Billy Corgan stood up for what he believes are his rights as a musician this week in front of Congress. The Smashing Pumpkins singer, along with the RIAA chairman and CEO, spoke before the House Committee on the Judiciary during a hearing on the Performance Rights Act. The act would require that radio stations pay artists royalties when they play their music.
